meta magic feat mp usage

At 4th level you can spend 2 mp on a spell. Is does this include the cost of casting the spell
Or just the mp you can spend on meta magic feats?
Example: 4lvl mage cast a 2nd level spell. can he cast it with the empower feat
That costs 2mp? Or would he have to be 8th level to do that?
