Summon spells full round action

First off, you're a little confused. I was too. Full-round action and 1 round action are completely different. What you're describing is 1-round actions.

Spells that take a full-round action to cast take effect in the same round that you begin casting.

And yes, this was intended. The summon spells are pretty powerful, on a slightly better curve than normal spells.
