Both of these present that "Oh [expletive]!" moment in the game when you first encounter EITHER of these. While the power of these fluctuates throughout the series Cactuars seem to to be quick, difficult to hit (and in X they reduced like... ALL THE DAMAGE!) and 1000/10000 needles did just that... Tonberrys are scary, but Cactuars just party screw! UGH! I love/hate both of them!
P.S. Tonberry plushy is TOTS ADORABLE

Its kinda depenent on the game. Ima give it to tonberry. Assuming the cactuar doesn't flee, chefs knife would win.
