Temporal Hiccup (Time Mage) - WindyDelcarlo - 11-06-2014

Temporal Hiccup states that it can be used "to reroll a single action (e.g., attack roll, skill check, or saving throw)". Can this be used to reroll an opponent's or ally's attack/saving roll?

Just the time mage's actions.
