For the part where they can be created by the magitek, how much scrap metal and other materials would be needed in weight or in Gil would be required?

There isn't a measure, according to Pathfinder robots. I just assume that it isn't an issue for a player or DM to worry about.

I would assume unless you actually state that there is no feasible scrap around, or things to disassemble into scrap, that it is always available.

Yeah, I'd say its up to the DM's discretion.
