Do weapons gain enhancement modifiers in this game or is it all determined by materia?

that leads to another question, how does crafting work without the pathfinder spells, how would one craft a +1 weapon?

Enhancement bonus on weapons don't require pathfinder spells. If you add spell-like abilities, then yes, it would require. But you can also add FF spells.
