some mages have abilities that state they affect all spells he casts. does this mean that it applies to spells of other classes as well (such as a black/red mage gaining ruby knowledge for his black mage spells) and can it affect songs or spells cast though materia?

Only spells he casts, not songs or spells thru materia.
