Samurai questions

1: Blade Block grants a shield bonus as long as he is wielding a katana.  If the katana is sheathed can he block with it or is it not being wielded?  If they wanted they could save their combo finisher for a turn to do combo finisher and then Iaijutsu Strike in the same turn right?

2: Some of the combo finishers like Yukikaze have a save to prevent the added effects of the attack but doesn't specifically say "makes a melee attack" or give a chance at half damage.  Is there an attack roll that has to hit or is it guaranteed weapon damage (as ice)?

1. If the katana is sheathed, he does not gain the benefit of Blade Block. And yes.

2. An attack roll is needed. I will clarify the ones that does not outright say this.
